Rest bug..?

I have tried everything, and every time I am literally inside of the other characters frame; Jigglypuff’s rest does nothing, under any conditions. Slept, jump rest, I slide off them with no damage, up throw rest, nothing, I fall asleep and slide off. What the hell is up with this?

Double check where the hitbox actually is.
As you may know, Melee's hitbox was a tiny dot where her nose might have been.

Also the move itself is frame 1 so you have to do it as soon as you're in contact with a character.
Just for the sake of labbing, go in training mode, go next to the character, do an utilt and jump for a rest. You should get a feeling of how rest works in this game.

Did they shrink the hitbox from smash4? Cause in smash4 it was jigglys whole body so just being overlapped in anyway with the right timing it should land.

I'm pretty sure the rest hitbox is smaller in this game, probably at expense of it being more powerful.
