Is it possible to remove mewtwo's tail hurtboxes?

Yes. If you can remove DK's hurtboxes then why wouldn't you be able to do the same for Mewtwo? (Since I can't post images for some unknown reason, I'll just guide you through it.) Go to offset 72E0, highlight all the hex from that offset up to the end of offset 7360 and paste the following:
