question about peach.

First off, Armada bias. Everyone looks at the best peach and the best puff and thinks, "If even Armada can't beat Hbox's puff, then the matchup has to be a counter!" This is not necessarily true; just because the top peach player struggles the hardest in this particular matchup does not mean it is universally horrible.
Second, puff is frustrating for peach in a way that a lot of other characters are not. Puff's floatiness hurts peach's amazing punish game. In the air, puff has better mobility and can usually outspace peach unless the peach commits to a fair. Though jiggs does not have many reliable rest setups in this matchup, Peach's rest punish is among the worst of the top tiers, meaning that the jiggly puff player can choose to take more risks with rests in uncertain situations and possibly get a very early kill, opening a huge gap, especially in the slow-paced floaty matchup.
Some things that peach does have going for her is her amazing crouch cancel game and priority. Jiggs doesn't have any moves that counter crouch cancel well other than rest, so she to either go for a raw grab or be very precise with her spacing in order to avoid getting cc->dsmashed. Furthermore, the peach can often nair out of jigg's combos, which can rapidly turn the combo around.
Overall, I would say that jiggs does win the matchup but not by the amount that people tend to think. Play it for yourself, if you can stomach 7 minutes of spacing, and come up with your own opinion.

So what makes this such a good match up for puff? I don't understand it.
Puff has kill confirms through rest, gimps, dair to up smash at higher percents, Peach doesn't have any on Puff short of getting lucky with a stitch or raw nair/fair/up air/up smash at high percents. Simple as that, kill confirms mean everything in such a static match and Peach is lacking in that department against Puff. She can't even punish rest well.

How do you outspace bair?
You don't need to, as fair is almost always a good trade for peach. Any predictable puff should lose the peach matchup as she can reliably trade if you aren't mixing up your ariels.

But fair has too much startup lag, mixing up bairs between jumps is an easy way to land them

Not as much as fair, therefore it should beat it out by at least a few frames

Not sure about Gimps but as for ways to kill her:
Rest setups: goes from punishing dashattacks on shield (easy) baiting grabs with crouch (scary because of her dsmash) utilt to rest (works only till 10-15%) falling uair (only works on non cc peach till around 20ish?) nair to rest (unreliable but works sometimes, I usually use it when Im losing) also dair to rest (also unreliable, dependes on where you land, their %, and smashdi) baiting her dsmash on a platform by shorthopping (love doing this but you have to time her dsmash correctly)

dair > Usmash (works kills from 110 to 128%ish depending on the stage) (after 135%ish wont be a true combo since there will be knockback on the dair)

Sharking for uair when she is falling back to stage (kills around 100%ish).

Spacing... you will need LOTS of patience, more than your opponent. Youll need to make her come to you, and since peach projectiles are really slow and needs to be load up (pulling them out of the ground) making them not safe, Youll force peach to approach you. All you have to do is wait for her to wiff an attack then punish accordingly.

DO NOT, I repeat, DO NOT try to exchange blows with her, this is her way to win the game, since her attacks have more knockback and hit harder, she will usually aim to trade blows, dont allow it. just stay close enough and bait out her attacks then punish, repeat over and over, yes its boring but this way youll have a little of advantage on the aerial game.
