Purpose of Tier Lists

So this doesn't so much apply to Melee or 64 but mostly to Brawl, where tier lists are most prominent and the powergap between characters is more obvious and far greater.

My question is, are there any tournaments that actually utilize the tier list? As in, have A-tier comps, B-tier comps and opens etc. or are the tier lists purely just for people who want to find out who the best characters to play are?
Although its not so comparable due to the immense number of characters, pokemon is regulated in a similar way, and it makes a nice change - if you have an F-tier competition, suddenly people who put lots of time onto weaker characters can finally shine, and suddenly F-tier has its own metagame (certain characters having more favourable F-tier matchups than others etc)

I know there are plenty of people who main lower ranked chars, I just think its a cool idea that should be utilized more.

The only type of competition that uses the tier-lists are low-tier tournaments, in which they only allow characters from the bottom half of the list. But I'll admit, specific tier tournaments like A-tier or B-tier would be pretty interesting.

yeah exactly, it offers a whole new way to play the game
That's cool, I'm glad there are some tournaments that use them
