I think Psyduck could be the perfect WTF character, Psyducks one of my fav pokemon but not many people support him.

There isn't much difference between Jigglypuff and Psyduck in terms of why they should be playable in brawl either, at least not when Jigglypuff was a newcomer in smash 64.
