When you hit someone and they go flying, is the paralyzation factor the same for all characters? For example if hit a heavy like donkey kong , versus a light like pichu, will they both be "unable to move" in the air for the same duration of time?

The paralysis effect is weight independent (the hitbox will always act as if its target's weight is set to 100), so the amount of time that a fighter is paralyzed is only affected by how much damage they currently have, along with how much damage the paralyzing hitbox deals. The hitlag multiplier also plays a factor in all of this.

Simply put, it doesn't matter how light or heavy a fighter is, as the amount of knockback taken from paralyzing hitboxes will always be consistent. Of course, knockback multipliers and knockback resistance (such as from the Metal Box) are still taken into account in the knockback calculation.

You may just be referring to hitstun. Generally speaking, the amount of hitstun a character suffers scales linearly with the amount of knockback they receive. The knockback is dependent on their weight in most cases, so if you hit the two different characters with the same attack at the same percent they would both go a different distance and suffer different amounts of hitstun. However, if you had two scenarios where say Pichu and Bowser had the same knockback (like having Bowser at a higher percent), they would suffer the same amount of hitstun.
