PAL 60HZ only patch

Hey all I've been wanting to make a patch that forces PAL copy of Smash to play 60hz only by default rather than 50/60hz via progressive scan. How difficult would this be to create? I've all the tools needed for the job (HxD, GCRebuilder, Dolphin etc.) I just don't have the technical know how when looking for the codes that dictate the frame rates.
