cloud can't be THAT bad.
he can't Up-Air the hydrant anymore. and you can gimp him easily, or make him waste his limit break

Pacman isn't the best at gimping.

Cloud wins both the away and the up close game. I am pretty sure he is the only character in the game that does that. I wanna believe the matchup is still doable but really you are just much better of switching to a different character. preferably one that doesn't rely on zoning
