Multiple Apps "Open"

Hey guys.

I was just wondering if it was possible, (and if so, how?) to have two applications "open" or "in front"?

For example, I have a MSN Messenger conversation open, but I also have my browser open, and I want to do stuff on my browser without the conversation going "to the back". Clicking, typing, or doing anything with the browser will automatically bring it to the front, assuming the browser is maximized.

I realize the easy way would to just have both open, but to have my browser resized so that I can see both applications, but is there another way?
