Motion blur is pretty easy to add in your videos. All you have to do is

    1. convert your video to AVI https://www.dvdvideosoft.com/products/dvd/Free-MP4-Video-Converter.htm
    2. Download VirtualDub and open it https://sourceforge.net/projects/vi...n/
    3. Open your file in VD (VirtualDub)
    4. Go to video > filters > add > motion blur > Ok. That's it. Then just render your video

Motion blur helps a lot for lower frame rates by giving the illusion of smoothness. It's much better for gifs than videos, but still. The option is there if you think sacrificing detail for smoothness would help

gif and video comparisons for you to see for yourself

    12 frames/second (Each gif was rendered in 192x144 @ 5 Mb/s before upload)
