Missing files in Project M 3.6? (Hackless)

I downloaded PM 3.6 (memory fix) from Project Mirror today and looked in the character folders, and there are tons of missing files. Many characters are missing PAC and PCS files, and some characters only have one costume. Is this... normal, or am I doing something wrong?

That's normal, as Project M doesn't replace most of the original vBrawl files; for example, if you look at Link, FitLink00.pac and FitLink00.pcs will not be in the files of PM 3.6 because FitLink00 is the default green costume that's in vBrawl, so there's no need to replace it, as it's still loaded from the disc; however, if you were to put a skin onto the SD card and name it FitLink00.pac/.pcs, then when you select the default green costume, it'll load that skin that you put, because then it's replacing it
