I guess it all depends on if Final Smashes are used in tourneys or not. Disregarding his buffs, Bowser's FS alone would get him up a few spots if used correctly, while the more useless ones like DK's wouldn't necessarily move him down, but he would end up lower-ranked because of the better FS's out there.
But if FS's aren't used in tourneys, I expect that we'll see a more balanced tier list this time. There'll be a tier list, sure, but it won't be "God Tier" and "Garbage Tier", more like "Upper Mid Tier" and "Lower Mid Tier".
