Dsmash on shield, mash jump, its a two frame window, so if you use xy and tap jump you'll prolly hit it... or you could just get good and hit it.
Probably not very useful because dsmash on shield is generally a horrible idea anyway, but who knows, maybe it could be useful if you're trying to style on someone and yo do it on purpose a few times in a row.

I mean, it doesn't really matter in that situation because they won't be hitting you with a vertical knockback move before shield pushback is over will they, lol

Abate got the ICG at all hits. When he got kneed, he suffered from the ICG, then again at the dair. Luigi got hit during shield knockback with the knee, and then the ICG condition extends for the entire time he is airborne.

also not that if you get hit with a horzontal move and icg is applied you're likely to be rekt
