I always seem to miss. Is there a specific way to land Mario's F-air?

If you mean the spike, the beginning and end of when the move hits are when it doesn't spike. To put it simply, you want the opponent directly in front of you rather than above/below you.

At ledge, you can confirm it off of a falling up air, and you can 50/50 off of Down Throw. Try not to use it for general edgeguarding unless your opponent has a predictable recovery. Use bair or nair instead.
