This is the wrong board for a post like this. What you're looking for is the Melee Workshop board. It's all about Melee modding/hacking.
On topic though, there are quite a few custom stages and re-textures right now but attempting to hack your own stage is currently not very user friendly but feel free to start digging into the workshop if you're interested.
