Now this wont enirely solve the problem completely but a good thing to look into is noise isolation (NOT noise cancelling) headphones. Noise cancelling headphones will not block out voices, they are only designed to block out noise like the hum of an airplane engine.
Noise isolation headphones however block out everything
I have have had a pair for many years and they work very well.
Just do a google search for the best noise isolation headphones and make sure to put the word isolation or isolating in quotes as there is a lot of confusion on the two terms
