i'm very mixed! i'm glad it's a bit of a buff to his grab range (barring you miss the grab, god help you), and it adds a bit more character! but the tether seems awfully short - it feels very useless as a recovery tool, though i guess luigi never really needed more. it doesn't look like a very good Zair attack, either...
