Limewire the program is legal.
But it's kind of like selling a lock picking kit. The kit isn't illegal. Breaking into other people's houses is illegal, if you get my analogy.

Limewire itself is legal, as AltF4Warrior said. Downloading copyrighted files using LimeWire is definitely illegal. The same goes for other programs such as WinMX and Kazaa.
