Let's come up with more first-party Smash characters that have so little combat source material that their movesets are forced to be made up!

I've always felt the little owl from 100 Classic Books would be a cool Smash pick, if anyone else had that cartridge. I don't think he should be slamming books on people or anything, just a simple bird feather moveset, Brawl Falco without the guns. Kururin or many Pokemon could fit this role well as well, but I like the owl because of the simplicity.
Quoting an old post here, but one of my most wanted concepts relates to this: A bird Pokémon, like Pidgey or Fletchling. Not even the fully evolved form, just the starter route bird. It has a unique frame with its own unique potential for unmatched air mobility and hurtbox shifting with loop-de-loop attacks, is a recurring archetype in Pokémon and can represent the more generic Pokémon of the bunch. Can have big death-by-a-thousand-cuts vibes with many small pecks and wing swipes adding up to a big combo menace with worse damage-per-hit output than Sheik, but more mobility than say a Meta Knight.

Some other concepts I’ve had over the years:
  • Daisy Mae from Animal Crossing using the power of the all-mighty and booming business of the “Stalk Market” to build up more power behind her Turnip-based moves
  • Funky Flame Runner as a Mario Kart representative
  • The Shopkeeper from Link’s Awakening that kills you when you steal something: Has a lot of item-based moves akin to King K. Rool’s Crown or Diddy’s Banana, but if the opponent is holding one of his items, said moves turns into a strong energy attacks with aesthetics not dissimilar to various Dragon Ball Z attacks.

The seal from NES Pinball is a pick I'm surprised people overlook. I know that body shape isn't a big deal for most Smash fans, but the whole sliding seals are known for would adapt wonderfully to a moveset. Alternatively the Japanese Topi, both you could do a Duck Hunt Duo deal with, with the penguin and their censored sasquatch self respectively.

Especially since seals are known for balancing a circus ball on their nose, which can translate to a literal pinballing moveset by sweeping a ball around.

Similarly, the Penguins from the Penguin Slide minigame in Wii Fit could be a character all about balance, distributing their weight evenly with their waggle and sliding over their belly
