What is the deal with sharing ISO's and other files? How would I legally share a mod? (I am making something like Silly Melee)

Jut google search for xdelta patcher. Not sure which versions other people use. I'd ask around or go with the latest.

You've probably figured out already that yes, Xdelta patches keep FSMs, but I just wanted to tell you that the way Xdelta patches work is that they only take the modified files and apply them to the ISO you're using as the base, which speeds up the patching process by a lot. FSMs go to the DOL, so yeah.
