''It is "Angel Island Zone." It is a song from "Sonic The Hedgehog 3," in which Knuckles first appeared.''

OMG Knuckles confirmed,yes ofcoarse then why would Sakurai mention that Sonic 3 is the first game that Knuckles appeared?

Don't get ahead of yourself, just because Angel Island Zone is where sonic met knuckles, doesn't mean he isn't confirmed totally, He could just be in the background like the PQ in the MP stage, or an AT.
