Is Smash Bros a Cognition?

So at the end of persona 5(major spoilers ahead obviously), the metaverse is destroyed and Joker can no longer be in phantom thief form without any cognitive world to be in. However, in the smash lore, the whole series is just a kid playing with his toys that happen to be the characters in the game...so could a kids imagination and toys create a cognitive world for Joker, or is Joker also a toy?
