Is sheik the new smash 4 jigglypuff?

Nothing holds Sheik back in this game from being high tier if you work hard enough, but the bottom line is the actual top tiers of the game can accomplish just as much with a lot less effort put in, and most characters can at least keep up with again much less technical skill or precision required.
you can learn to combo into drag down up air with sheik for kills or looping combos, to space tipper down-tilts and the reverse-up air technique for DI mix-ups, or you can learn to pivot grab and reverse down-B -> up smash with Donkey Kong.

It depends: If you're considering tier lists in the sense of tournament-viable professional play, then Sheik is definitely below average. Like Rosalina, every one of her advantages over other characters in Smash 4 were nerfed to oblivion, yet she wasn't given anything in her kit to compensate. Many other characters can now do exactly what she does, only much, MUCH better.
If you're considering casual play, where characters who take an obscene amount of effort just to make them viable get passed on, then Sheik is solid bottom tier. Sheik takes an enormous amount of effort to use effectively, and even then many characters can simply DI or use a 'get off me' move which shuts down most of her combo potential. Sheik's sole 'advantage' is her speed, allowing players more time to read and react, however this can be easily compensated in Ultimate with a variety of mixups, and 'reading' lends itself more toward individual player skill than to the character itself.
She's fun to play, but definitely low tier.
