I know it's huge, kinda jank, and banned from solos for camping ability, but I've seen very uncertain ideas of whether it's legal in doubles and i don't see how it would be much worse than Pokémon Stadium.

There's no right and wrong with legality, it always depends on the ruleset. That said, almost all modern rulesets that TOs (Tournament Organizers) use does not allow Kongo Jungle as a counterpick. That's because it's way too jank on a competitive level, especially in modern melee. The edges that slant into the middle allow for a lot of weird tech stuff, you can recover through the bottom of the stage, there's the wonky barrell, etc. It's not even in the same ballpark of jank/RNG as pokemon stadium, way worse.
Maybe in some smaller or for-fun tournaments, you'll see it allowed. Also most rulesets allow for a "gentlemen's agreement", where you can choose with your opponent to play on any stage you want as long as everyone agrees on it. So if you really want to, just ask people.
