Is internal remappings legal?

If you are playing Brawl, PM, or Smash4 lie SJMistery said, its possible in the game already.
If you are planning on doing it in Melee though, as long as you don't add options (like macros, infinite multishine buttons, turbo buttons) it should be legal.
I dont completely know that part of the ruleset but it would be a safe bet to check with a TO before messing with your controller.
I know aesthetics are completely fine but if we allowed a free range on controller customization, every smash game would be a whole lot different
