Is a SmashBoards app possible on Facebook?

I'm not a developer, but came up with an idea just now.

A great majority of the smash scene isn't centralized on SmashBoards any more, even though it's the hub of all of our major information.

Is it technically feasible to create a SmashBoards app on Facebook that sends notifications from your SB account to your FB? (are there better ways to go about it?)
