I once read that Nintendo tries to max the waiting time to 10 weeks from Japan. Meaning it "should" be released before 4th of April... But this'll never be true... because some european's refuse to learn english... such a shame.

Eh, it hasn't much to do with the translation - that should not take any extra time. It's not like they're first translating from Japanese to English, and AFTER THAT from English to French, etc. They can do it all simultaneously (and if they don't, it's bad planning on Nintendo's side). It's mostly the localizing that takes time.

But why does it only take a few weeks to localize in the US, while it'll take more than almost half a year for europe?

Because, again, of bad planning on Nintendo's side. Sony and Microsoft are doing fine localizing - it takes an average of two weeks or so difference between America and Europe. Then again, they're far more Western-centered - Nintendo is still very much centered around Japan.
