If we rank Ike players using a tier list that is correlated to the tier list PGR uses, where S rank means winning an S rank tournament, then here's my tier list.
A (<2,400) - [Marss]
B (<1,200) - [Ryuga]
C (<600) - [Logix]

tiers below this line don't actually exist as far as the PGR goes, but since they use a pretty simple formula of dividing tournament attendance by 2 every tier down, I simply continued that for the rest of the list.

E (<150) - Ravenking, Pain, San, [Ryo, Rango, Miloni]
F (<75) - [XDaDePsak]

K (2) - [randomly picked ike on a whim]
L (can't win) - [you], but also you
