IDEA: Character Playerbase Tier List

A fun little idea I had recently: A tier list that charts the collective strength of each characters individual userbase. Unlike other tier lists, it wouldn't be measuring anything related to the characters themselves, like matchups and such, but rather things relating to the characters players exclusively, and would measure things like overall playerbase size, level and concentration of skill, ability to travel to events, results, etc. Thoughts?

I'm a web developer and super into this idea. How would level and concentration of skill be calculated? By results?
