Since SSB for 3DS exists, I think a fun challenge to do is to make scenarios where SSB also existed for GBA and DS, and we'll assume these games came out in 2003 and 2006/2007 respectively.
Roster Rules:
24 character limit for SSBGBA and 32 character limit for SSBDS (this might still be too large given hardware limitations, but let's go with this)
A limit of 1 third party for SSBGBA and 2 for SSBDS
Zelda cannot transform and Ice Climbers are not a pair due to hardware limitations
Here are my rosters:
GBA Roster
Unlock order: Jigglypuff, Luigi, Ganondorf, King Dedede, Mewtwo, Sonic
DS Roster
Unlock order: Jigglypuff, Luigi, Diddy Kong, Meta Knight, Ganondorf, Toad, Mewtwo, Sonic, Mega Man
If you make stages my only rules are a limit of 20 new stages and 5 returning stages (excluding FD and Battlefield) for SSBGA and 30 new stages and 5 returning stages (again excluding FD and Battlefield) in SSBDS
I won't do restrictions on game modes if you choose to include them, but I wouldn't expect too much from these games.

Classic: similar to Melee
Adventure: similar to Melee (I cannot imagine SSE or WoL working on these systems, and I'm skeptical of Smash Run working too)
Break the Targets: each character gets an individual level
Board the Platforms: like SSB64

Multiplayer
Time, Stock, and Coin Battles
Tourney (DS only)

Edit: Since I saw rosters with reduced sizes (that’s fair given system limitations, so I’ll so 16 for the GBA one and 24 for the DS one.

Original 12
From the original 12, the only expendable ones are Ness and Jigglypuff, but I like the former too much to cut him, and it would feel awkward to just cut one member, so everyone stays.
Melee Vets
Bowser, Peach, Mewtwo, Ganondorf and Zelda are obvious choices to keep. I only kept Ice Climber because I like playing as him, but I a second Link would probably make more sense.
Honorable mention: Young Link: I do think multiple Links are important due to the changing reincarnations throughout the series.
GBA Newcomers
Wario: Wario Land was the most popular Nintendo franchise without a playable fighter.
Blaziken: A gen III Pokemon since the franchise gets a new character each game, and I chose a popular starter.
King Dedede: He was requested in Melee, and a second Kirby fighter makes sense.
Lyn: FE was being localized, so I added the first protagonist of the localized game.
Isaac: Golden Sun had success during the GBA era.
Sonic: I chose a third party who was a rival that had both games on GC and GBA.
Honorable Mentions
Diddy Kong: DKC is a big franchise, but I prioritized other series first.
Pokemon Trainer: The protagonist of Pokemon, but I could see hardware limitations being an issue.
Andy: Advance Wars was another notable series on the GBA, but I went with other choices
Returning Vets after Being Cut
Young Link: I do think multiple Links are important due to the changing reincarnations throughout the series.
Marth: I think I have enough room to justify his return, and there were two FE fighters in Melee.
Honorable Mention: Mr. Game & Watch: a "WTF" character for the series, but I wanted a few newcomers
DS Newcomers
Toad: A well-known and recurring Mario character and the biggest Nintendo character not in SSB currently.
Diddy Kong: The biggest omission from the GBA roster except for arguably Toad in terms of newcomers.
Lucario: New Pokemon quota.
Meta Knight: he is a popular character in the Kirby franchise, but he is probably the least important of the 6.
Villager: AC became popular, so he makes sense.
Mega Man: he was a popular request since the Brawl era, and he has a long history with Nintendo.
