Request How would I change shield colors/hex editing help?

I'm very new to modding in general and I am trying to change my shield color, like in 20xx. I've already figured out that I need to change the hex values at 0xceb8 in PICo.dat, which I can find in DAT texture wizard but I have no idea how to find and open in any of the hex editors I've tried using (which has mostly been HXD and hexed.it). I'm sure it's something really simple but I can't figure it out. Any help would be much appreciated
