How to defeat Ness's fair?

So playing against ness it seems his fair beats everything. Even if you start your attack first his fair seems to out prioritize everyones attacks unless you have a sword character/range character. Using characters like young link all his attacks seems to be neutralized by fair. Any character really. Is there nothing that challenges it for small range characters?

You don't need to challenge it.

You could just play around it or shield it.

Ness' F-air is safe, but there is counterplay.
