Oh you tilt the control stick for a shorter line and smash it for the longer one. Usually the shorter line is more of a hindrance than anything else but I'm sure it has some use.

What's also good to know is that buffering Rod will always have it be a tilt throw. If you want to smash-throw it (which you usually should), then you should wait until your previous move is over and then do Side B.
