How Pichu could be OP

One simple thing: Rage.

Since Pichu`s moveset mostly contains of self-damaging moves, you can use those moves, then do some combo, and destroy them at maybe low percents (with light characters, maybe mid characters)

If Rage carries over to Ultimate, this crutch will become a new leg for Pichu in a tier list.

It’s worth remembering that rage doesn’t seem too prevalent until basically 100 percent and that Pichu is frail af. He still might have amazing movement speed, edgeguarding and combos though so hold out hope!

The rage mechanic won't do Pichu much good if it lacks the attack range to take advantage of it. And of course, being so light, it might not survive long enough to utilize that mechanic if it's facing a heavy-hitting opponent.

What about them? You can be any percent you like and it'll do you no good if you can't land your kill move without taking a hit.
Pichu and their attacks would both have to be lighting quick to be OP, with or without self-enabling rage.
