All tutorials on BrawlEX use jailbroken Wiis, but I want to know how to make a Hackless BrawlEX pack like PM Unbound and Brawl DX.

How do I make my BrawlEX pack hackless?

You need the Smash Stack exploit, and the boot.elf of Gecko OS.
Organise these files, alongside your BrawlEx files, on an SD card, so the files and folders are organised like this:
/codes/RSBE01.gct
/private/wii/app/rsbe/
-- /pf/ <relevant BrawlEx files>
-- /st/st_080805_0933.bin
boot.elf
gameconfig.txt
You should now be able to load your BrawlEx pack by going to the Stage Builder, and configuring the necessary settings in Gecko OS (Ocarina ON, and hooktype AxNextFrame).
