Help with Melee Netplay (FPS and Sound)

I apologize in advance if there is a better place to post this, maybe a different Reddit or forum.
I recently got myself setup for Netplay for Melee so me and a friend could mess around. When I play locally, I get perfect FPS (60), sounds perfect.
However, when I play with my friend (who I get an average latency of about 55-60) I get around 35 FPS, everything feels like it's playing at a lower speed (slo-mo esc) and the sound dips to be very unpleasant to the ears (choppy)
I have tried multiple different buffer settings basically ranging from 0 just for kicks to 100 (not literally everything in between but just about everything up to 20)
My Specs are:
GTX 960 (2GB) SC
i5-6500 @3.2 Ghz
16 GB of DDR4 RAM
Windows 10
To my knowledge, I should be able to run the game fine. Correct me if I am wrong.

EDIT: We are also both using Dolphin 5.0 if that helps

First of all, you probably want to be using the Faster Melee Dolphin build. It reduces input lag by about 60ms. You can find a download link for a preconfigured version over at Anther's Ladder. While you're there, you may as well try playing with some people on the site and see how it performs with them. Your PC is more than capable of running Dolphin, I am guessing it's more likely that your friend's PC is the issue here.

Also, with your GTX 960, you should get the best performance out of the Direct3D 11/12 backend and the GPU is more than capable of playing with high enhancements. You can try 3x internal resolution, 4x MSAA, and 8x Anisotropic Filtering once you've figured out the framerate issue.

I will look into this, thank you. Does it matter which version of Faster Melee I use? (I already have all the different Dolphins downloaded and configured from Anther's Ladder/

I will mention that when I tried with my friend, he was getting some FPS issues as well, however after a few different buffer changes his was fine, stable 60, while mine was still mid-low 30's at any attempt

EDIT: To be specific, he has a GTX 1070 and some CPU that is better than mine.

An Update (I apologize if this is one of those forums that has rules about double posting)

Faster Melee seemed to do the trick. Much smoother now. I still do not quite get a consistent 60 fps, it dips only slightly below now, which is still noticeable. Any tips on try to get it a consistent 60 now?

Get the latest FM build from another's ladder. I believe this is 5.9F right now. It should be pre-configured for the best performance. The only thing you should change is the backend in the graphics settings. Use Direct3D 11/12 for your system. You can try out OpenGL and Direct3D 9 but I expect worse performance with them.

If you're still having issues, then we should probably start doing some basic tech support for your machine because it should be able to handle dolphin easily. Make sure you have the latest Nvidia drivers installed, update windows. You can do a quick system test over at UserBenchmark to see how your system performs compared to others with the same components. That would give us and indication whether the issue is associated to the general performance of your system or whether it's a problem specific to dolphin.

Did some more testing and with connecting to a few different people and even back to my friend, I am at 60 FPS constant/ Awesome, thanks for the help!

...Though now I have another issue. I know it's technically not apart of the topic of this post I made, but is there a way to configure the GameCube controller deadzones? When you go to configure a 'GameCube adapter for Wii U' you don't really get anything. I am having issues properly dashing and platform dropping. I am fairly certain it is not a controller fault, but it just feels like I have to apply more pressure than I need to to preform these. Curious as to if it has to do with deadzone on the stick.

It could easily be that I am not used to it because I havn't held a GC Controller since like 07 but idk, just feels odd.

Also if extra info is needed, I am using the Mayflash adapter
