In regards to the new tier list, I don't see how it's statistically relevant for two characters to have the exact same mathematical value. Either a character is better, or they're worse.

In conclusion, since I'm miserable and sober, Pichu is better than Kirby.

The rest is completely fine, although I'm skeptical of Roy having more potential than Mewtwo.

I'm well aware that these tier lists fail to accurately reflect the current metagame.

With that being said, tier lists are generally just gross generalizations with faulty reasoning.

There is no 'real definition', just the politically correct definition which we base judgement off.

But he has the same issues that plague virtually all villains. Doesn't just kill the hero when he has the chance. In addition to useless henchmen. And he over-complicates an otherwise very simple, elegant plot. He also monologues.
