Who?
Cousin Skeeter is from a late 90's/early 2000's sitcom of the same name. He is a puppet, but the sitcom never mentions this, but it does allow him to get into more shenanigans and slapstick than an average human could endure. He moves from Georgia to New York City to live with his cousin, Bobby, and given his loud-mouthed, impulsive nature, he unfortunately ends up getting Bobby into out-of-control situations that they have to get out of. Pretty regular sitcom stuff.

Why?
Well, live-action characters are not being allowed as characters for this game. But Cousin Skeeter is a puppet, despite his character never being referred to as such within his own canon. But, being a puppet, he likely does not have the same concerns as a Drake, Josh, Kenan, Kel, Sam, Cat, etc. Nick's live-action material is a pretty big part of their legacy, so here's a potential loophole. Plus I find it kind of funny.
