Rules
Coin Toss:
A coin toss can be used to clear obscurities and will be used to determine the player priority.
(Alternativ systems such as Rock-Paper-Scissor or Game & Watch "Higher number" can be used if both players agree on it)

Player priority:
The player priority will be determined before the start of the first match. The winner of the coin toss can decide, if he will either choose controller ports + his color or who starts with the stage-striking procedure.

Controller-Ports:
The controller ports will be determined before a match. After a loss, the loser can decide to choose the ports in a new way. For teams the ports will be done in a A-B-B-A fashion. A and B label the teams.

Color:
The color choice is after the character choice. The color can be changed at any time in a set.

Stage Striking procedure:
This will determine the first stage. The stage-striking procedure will be done in a A-B-B-A fashion. A and B label the players/teams.

Double Blind Character Pick:
Both players can decide to choose their characters in secret. They will then tell their characters to a third person or write them on a piece of paper.

Daves Stupid Rule:
It is not allowed for a player, to pick the last stage he won on again.

Stage Ban:
Both players have the possibility to ban a stage after their first win. This stage will not be played for the rest of the set and can't be choosen by either player. The stage ban will be done before the counterpick.

Counterpick Stage:
After a match, the player who lost will choose the next stage to be played on. A starter stage can also be used. The stage ban of the opponent and daves stupid rule have to be considered when picking a stage.

Stage Agree:
The players can play on any stage they want, as long as they both can agree on it, despite the stage being banned by either player or due to daves stupid rule. From the Ruleset banned stages stay banned though and are not allowed to be played on, even if both players agree on it.

Timeout / Tie [Rematch]:
In Case of a timeout, the winner will be decided first by stocks, and then by percentage (Note: Ledge-Grab Limit has to be looked at first). If it's still a tie, a Rematch will happen. It will be done with 1 stock and 3 minutes. If it ends up in a tie again, the sudden death will be played out. Both players are allowed to grab the edge once in this case, otherwise they will lose the match.

Start Button Rules:
If pause = on :
The start button is not allowed to be pressed, as long as there isn't a necessary reason to it. This is the case, when there is disturbance by a third person or something similar. Own mistakes aren't a reason to pause the game, just as pausing to confuse/disrupt the opponent isn't a legit reason to pause the game. In the case of an unnecessary start button press, the player has to self destruct once. Both players can agree to another solution if they want to.


Restrictions
Stalling:
Infinite Chaingrabs, Grab Release Chaingrabs and Locks have to end, when the damage counter of the opponent is at 300% or above. Also not allowed are the following techniques: Grab Release Chaingrabs without damage, Infinite/Extended Dimensional Cape Glitch, Sonic's Homing Attack Stall.

Ledge-Grab Rule/Limit [LGL]:
If a match ends in time, and one player has 80 or more Ledge-grabs, he will lose the match, no matter what the stock count or the percentages were at the end of the match. If both players have 80+ LGs, the normal timeout procedure will be used to decide on the winner. For Meta-Knight the LGL is 40 instead of 80.
In Teams: If one player has 80+ LGs, the time will lose. If both teams have at least one player with 80+ LGs, the LGL will will be ignored.
In a Rematch: The LGL is 20 for everyone except Meta-Knight, who has a LGL of 10.


Regulations:
Pool Evaluation:
The pool's final scores will decided in the following fashion:
Set-Difference > Match-Difference > Match-Quotient > Player-vs-player score > Tiebreaker Round Robin
> defines the priority of each device, the higher the priority, the sooner it will be looked at when deciding on the final placing
Set-Difference == #Set-Wins - #Set-Loses
Match-Difference == #Match-Wins - #MatchLoses
Match-Quotient == #Match-Wins / #Match-Loses

Tiebreaker Round Robin:
If there is a triple tie or more players are involved, a Tiebreaker RR will be played to determine the placings. These matches will be Bo1, and the stocks & percentage will also be written down and decide the placings.


More:
Disqualification:
After the announcement of a match, both players have to do there matches as quick as possible. If one player is 5 minutes too late, he will lose the first match. After 10 minutes, he will lose the whole set. Please contact the tournament hosts, if your opponent doesn't show up or if you can't find him.

Recording/Saving:
The tournament organizer has the right to record and upload every set they want.

Wii Remote:
Players that use the wii remote have to remove the batteries of their remote when they don't play a set.

Manipulation:
Every form of manipulation is banned. This includes forfeiting of matches, splitting and similar actions. Doing so will get the involving player(s) disqualified from the rest of the tournament, and maybe the whole event (-> other tournaments).

Tag & Settings:
The players have 1 minute to create their Tag and set their settings.

Controller:
If there are problems with the controller, it's up to the opponent to decide, if the player can fix the problem or not.
Modified controllers with Turbo-Buttons etc. aren't allowed.

Freezes:
In the case of a freeze, the player who forced the freeze will lose the match. If it can't be said who forced the game to freeze, the match will be reconstructed as close as possible to the moment the freeze happened (The stocks & percentages have to be remembered or written down).

Responsibility:
Every player has to know the rules and have to check the settings before a match. If a match was started with the wrong settings, it is allowed to pause the game and tell the other player about it. The match can be restarted if both players can agree on it, otherwise the match will be played out. Every match that is finished, can't be restarted, even if the players find out, that the settings for the match were wrong.

Coaching:
Any form of coaching isn't allowed and can lead into disqualification.

Disturbance:
Any form of disturbance isn't allowed and can lead into disqualification.

Tournament Host:
The tournament host has the right to change any rule at any given time. He has the right to disqualify players, if it's reasonable (e.g. they did something, that's against the rules). There will be no refunds.


Hacks:
Allowed Hacks:
- Over-3-mins-Replay
- Tags-in-Replays
- Default Settings
All other hacks are forbidden, as long as the tournament host doesn't state something else.




Notes/Closing:
This Ruleset was originally released in the German language. I translated it into English, without anyone looking over it, so there might still be some errors in the current version.

I felt like sharing this ruleset here, so for any future german tournaments, you can just come here and look into it. People can also discuss it here.
I will update this thread as soon as we changed anything ruleset related, or when a second/third/etc. person looked over it and found some translation errors.

Thanks for your time, and I hope you like the ruleset as much as we do. We are using this since almost 2 years now, and we still love it. Most people in Germany think, that this is the best Ruleset for Brawl, next to the one that's used for APEX.
