Update 07/28/18: I've been away for some time, but I've been thinking about going back to find frame data for SSB4 so that I can find some comparisons between that game and SSBU. I've become skeptical of the accuracy of Kurogane Hammer and the Samus Discord server regarding frame data, since there is some inconsistencies between what I'm finding and what Kurogane Hammer says.

I thought perhaps the Samus (Super Smash Bros. Ultimate) room could work together in finding out the frame data for Samus in SSBU. While frame data is subject to change upon the game's release, I figured this could be a starting point. Anyone who wishes to contribute is more than welcome to. Feel free to use any video you can find, but be sure it's clear enough for collecting frame data. You'll notice below that I didn't place the actions in any particular order, since I was following the video chronologically. I've also use → to show the change from SSB4 to SSBU. Below that section I have the actions in a particular order. I also decided to use a particular format for the frame data.

Action – The move itself.
Time – When the action occurs in the video.
Frames – The amount of frames. First actionable frames (FAF) isn't considered.
Note – Thoughts about the particular action.

Ridley vs. Samus - E3 Treehouse 2018 footage
Action: Roll
Time: 00:18:86 – 00.19:49
Frames: 40 → 38
Note: None.

Action: Uncharged Charge Shot
Time: 00:20:18 – 00:21:08
Frames: 54
Note: None.

Action: Dash attack
Time: 00:25:44 – 00:26:11
Frames: 40
Note: None

Action: F-smash
Time: 00:26:11 – 00:26:94
Frames: 49
Note: None

Action: U-smash
Time: 00:29:10 – 00:30:06
Frames: 57
Note: None.

Action: Jabs 1 and 2
Time: 00:39:81 – 00:40:06 and 00:40:06 – 00:40:52
Frames: 18 → 15 and 30 → 28
Note: If I did this accurately, and it seems the frames are correct, Samus' jabs are faster.

Action: F-tilt
Time: 00:40:58 – 00:41:30
Frames: 40 → 43
Note: The Samus Discord server says f-tilt in Smash 4 is 34 frames, but it appears to actualy be 40 frames. I'm not certain if connecting increases the duration of the attack, but it might be that f-tilt is slightly slower.

Action: U-tilt
Time: 00:47:15 – 00:47:97
Frames: 48 → 49
Note: The amount of frames for u-tilt from the Samus Discord server in Smash 4, as well as Kurogane Hammer says u-tilt has 40 frames of FAF, but I've ended up with 48 frames. Admittedly, Samus didn't follow up with anything immediately after performing u-tilt in this video at this time, so who knows?

Armada/Zero vs. Plup/Abadango (Doubles) Super Smash Bros. Ultimate Invitational
Action: D-special
Time: 00:39:08 – 00:39:92
Frames: 54 → 50
Note: I'm not sure if using d-special makes any difference in the air when it comes to being able to do anything else. I'm also not certain on whether or not Armada could do anything else after dropping a bomb, but based on the animation of Samus falling, it seems she requires fewer frames to do anything after using d-special.

Action: B-air
Time: 00:49:65 – 00:50:33
Frames: 47 → 40
Note: Kurogane Hammer states that b-air in SSB4 has 39 frames of FAF, but from IzAw's Art of Samus at 14:58:26, I ended up with 47 frames from the time b-air was used to the time u-air was noticeably starting up.

Action: Grab
Time: 01:55:31 – 01:56:33
Frames: 70 → 60
Note: None.
