Fighter Pass Themed Tourney Theory

Here's a good theory:

Ever since Hero, we've had tourneys that have some relation to the most recent DLC fighter.
For example, with Banjo & Kazooie, the tourney was exclusively for "team-based fighters."
Now, it seems for the more recent online tourneys only for certain characters, the upcoming fighter after those does not match the subjects.
For example, after the Ultimate Partnership tourney premiered, the next fighter (Terry) was not a "team-based fighter."
One clear exception would be the Heavyweight one, but then, it may be because Sakurai thought Terry was lighter than the 107+ fighters.
But as for the Fighter Pass themed tourneys, well, Banjo & Kazooie COULD be in the Heroes vs. Villains one, but then again, characters like Donkey Kong and Kirby weren't in it, probably because they weren't considered "heroic" enough. The same could be said for B&K.
As of this writing, the most recent tourney dedicated to a recent challenger (Steve) is "Tools For The Trade" where only fighters who use, well, tools can participate in. If the pattern is to be believed, here are a few who may not be FP Character #8.

Ryu Hayabusa
Reason: He'd have to use other manmade objects besides his katana. If Sheik is eligible for that Tools tourney, that could be a bad sign for our favorite gaming ninja. Despite being hinted by reliable leakers, he could be delayed until after CP8, due to not only having a sword like 2 of the 3 most recent DLC fighters but also using tools.

Crash
Reason: Not only would he have to use "tools" like crates and a wumpa fruit bazooka, but we just had a western rep in the form of Steve. I've a feeling Sakurai and co won't want to do back-to-back western reps, that would mean characters like Doomslayer and Shantae may be out too.

Any Pokemon Rep
Reason: By the time the Pokemon themed tourney and spirit event were playing out, the 2nd Fighter's Pass may have already been finalized.

Any Zelda Rep
Reason: Same with Pokemon except it's Zelda, though the 35th anniversary will be out next year, and they should have been aware of the upcoming BOTW2 before FP2 was finalized, plus they'll probably do another special tournament different from the other themed online tourneys.

Geno
Reason: He's considered by SSBU to be part of the Mario universe instead of part of another one. Since there won't be a new fighter before the 35th Anniversary Mario tournament, January 2021 is a bad time for another Mario rep.

Etc.

The only things that would possibly be against this theory is Min Min's Up-Smash being a reflector when there was a reflectors tourney in March and an electric attacks tourney in May.

Those were both non-Fighter Pass based tourneys. So far, unless B&K would've been considered heroic enough for "Heroes Vs. Villains" (It didn't have Donkey Kong or Kirby or a few other protagonists), none of the DLC fighters had attributes that would match any of the tourneys based mainly on the most recent fighter that came AFTER them.

You may be right, plus no female-exclusive themed tourney either. Those Puyo Puyos aren't really "tools" as they're alive. (King Dedede may throw Gordos but in his Final Smash, he also uses missiles and a different hammer)
