Editing Assist Trophy and Item PSA?

I was wondering how can I edit the strength of the Assist Trophies and Pokémon's attacks? I'm not too sure that I can use a PSA editor or maybe Brawl Create.

For example: Making Shadow's Chaos Control even stronger or completely freeze time.

Andross AT could Summon his Hands from N64 version and he could slam them at Enemies, causing stun or Bury effect.
(Also his design is Changed to look like Monkey Form from Star Fox 64 onwards (With pinch of Star Fox 2 Andross Phase 2 aesthetic)

Is there a tool I can use to edit Assist Trophies' attacks and effects?

I found a tool called the Brawl Item Editor v0.12 does anyone know how can I use it to edit Assist Trophy attacks?
