What can cover immediate side-b to ledge from fox/falco assuming a low sweetspot? Ive been playing around with f-tilt, but it seems like it misses if they're slightly below the ledge. I'm looking for a way to cover immediate sweetspot side-b while also covering most up-b angles.

Also, assuming perfect spacing, can pikachu's f-tilt beat falco dair?

The only thing that could possibly cover that is a preemptive thunder jolt. It might be best to just grab ledge the way axe does though.
Regarding ftilt beating out falco dair, Im not really sure but ftilt doesnt get you much anyways unless its at knockdown %s.

With thunderjolt, do you mean full hop thunderjolt or can you cover side-b by just standing at ledge and using it?

Short hop usually, you want to cover the path you think or know that they'll take and try and aim it as far away from ledge as possible. If you do it quick enough and cover the low sweet spot option, then you can cover the high one with f-tilt.
