Down tilt to up b?

How exactly is this done I cannot pull this off. I don't know how people have enough time to down tilt move forward then up b. If one of you Mac Gods can explain this to me.

You cant UpB during the initial frames of a dash, but you can jump. And during your jumpsquat, you can UpB. So yeah, you have to dash then jump then UpB quickly. Hope that helps you.
