He does when it's convenient for his facial expression.
It's weird and inconsistent, but I'd rather have something like this as opposed to Wario and Waluigi, where they're never allowed to not be baring their teeth for god knows why.

I honestly hate the teeth. It makes him look so goofy and stupid, which I suppose is the point. I just feel that it's over the top and quite unnecessary. I liked when Rare used to design him, as they never really used teeth in the design.
