Do I have to Rebuy DLC?

If you make a new NNID on the current Wii U that already has your DLC, you should not have to buy the DLC against on your other NNID, so long as it's on the exact same Wii U. I made an account for my brother, and my nephew, and everything I have on my main NNID account, they have. The only thing that is different is that the games they play on their accounts have to be started at the very beginning. It's the reason I created the other two accounts, so that my Breath of the Wild data wouldn't have to be erased for someone else to get the chance to play through it from the beginning.
