Dimensional Cape?

Getting to the point, I don't know how to get hits with it. Any help?

Dimensional cape is a very tempting move since it's so flashy and is one of MK's moves with more knockback but the fact of the matter is that it can be reactively shielded and then punished. The move is still great for mobility since you don't have to attack with it but I would relegate the attack part of this move to punishing players who use slow moves at a distance or very hard reads.

I know that this thread is kinda old but you can use his teleport + attack on a person charging a smash attack, or on a person who's attack is on cooldown. His teleport without attack is very useful for recoveries and juking a smash attack, as well as a feint.
