Delsin Rowe - The True Hero / The Bio-terrorist (InFamous: Second Son)

Delsin Rowe is the protagonist of the fourth InFamous game, subtitled Second Son. His unique Conduit powers allow him to absorb and emulate the powers of any other Conduit he comes into contact with. All he needs is the same power source as the original, and he can use their powers with his own personal spin on it. The savior (or scourge) of Seattle is here to smash!

Delsin would play as a close range brawler, and would be in between Shulk and Pokemon Trainer on the variability spectrum. He keeps the same basic moves, but each with enough mechanical and aesthetic differences between his four preferred elements. As such, it will be a bit confusing to write this all out effectively. What I'll do is give a general overview of how his elements effect his moves, and including any specific major differences in that move's description.

Elements:
Delsin has been shown to use four separate elements. He first used Smoke based powers, gotten from the escapee Hank. He later acquired Neon powers from the rebellious Fetch, and Video powers from the nerdy Eugene. Finally, his last fight with D.U.P. leader Brooke Augustine granted him control over Concrete. In Smash, Delsin switched between elements with his down special. Just pressing the button will swap between his elements in the order listed above, but holding would allow immediate selection.

Smoke moves are well-rounded. They have decent range, damage, and speed. Certain moves will light his opponents on fire on occasion. His melee attacks feature his classic chain/ whip.
Neon moves are faster and longer range, but lack damage. They also flow into each other much easier than his other moves. Delsin's chain will also stand straight in attacks, infused with Neon energy
Video moves are powerful, slower, often multi-hit attacks. In addition, his specials will summon angels (or devils, depending on your skin) to aid Delsin's attacks. The chain will also become a greatsword of video energy during attacks.
Concrete moves are the strongest and slowest, and close-range. Delsin forgoes use of the chain, using it as more of a brass knuckle than a club or sword. Certain attacks will also ground opponents.

Delsin's basics are described as they appear with Smoke powers. Use the above information to fill in the gap for each element, and let me know if you have any questions!

Jab: Delsin lashes out with his empowered chain, delivering a 3-part combo
ftilt: Delsin will swing the chain down in an arc in front of him. Enemies caught in the attack's base are lit on fire.
dtilt: Delsin swipes the chain along the ground in front of him, potentially tripping opponents. With Concrete powers, opponents will instead be buried by a punch into the ground.
uptilt: Delsin swipes up with his chain.

Fsmash: Delsin charges a large blast of elemental power, unleashing it forward. Covers a wide area. With Neon powers, instead sends a long-range bolt out in front.
Dsmash: Delsin lashes out with his chain in front of and behind him. With Video powers, acts as a multi-hit attack. With Concrete powers, instead a shockwave in sent out from a powerful strike to the ground.
Upsmash: Delsin sends 3 bolts of elemental power above him. With Video powers, sends a torrent of video bolts, hitting several times.

Nair: Delsin swings his chain in front of and behind him in a short-range circle. With Smoke powers, enemies caught will be lit on fire
Fair: Delsin lashes out with his chain in a downwards arc in front of him. With Concrete powers, will spike opponents.
Bair: Delsin whips the chain behind him. Neon powers grant longer hitstun on the attack.
Dair: Delsin charges himself with elemental power, dropping down and sending a shockwave from where he lands. The shockwave is larger and does more damage the longer you fall.
Upair: Delsin whips the chain above his head. A miss will have longer cooldown than a hit.

Neutral B: Delsin sends out a bolt of elemental energy. Smoke bolts will not flinch but fire the fastest. Neon bolts will flinch and have a small tail. Video bolts send a volley of smaller bolts, pushing opponents but not flinching them. after a small charge time. Concrete bolts are instead charged and stored, and can flinch and launch opponents caught in the volley.
Side B: Delsin uses his element's dash maneuver. With Smoke powers, there is a command grab at the end of the dash that will lay opponents down (similar to Snake's down throw.)
Neon is a very fast run for a set distance. It can also be used to run up walls. Delsin goes so fast that he cannot be grabbed out of it, however, he will fall if used in the air. Video dash sees Delsin summon angel wings that carry him either left or right, and also summons an angel that will fly at the opponent in a straight shot. Concrete powers give him a concrete shell, charging through enemies and granting heavy armour. This, like Neon, will also cause him to fall before running if used in the air.
Up B: Delsin uses his powers in creative ways to ascend. After use of this move, Delsin will go into a slower fall, that can be cancelled with an airdodge or other move. After that move, Delsin will go into freefall. With Smoke powers, Delsin will dash into a vent that launches him upwards. Neon powers will have Delsin use the chain, infused with Neon power, as a tether. Video will see Delsin dash into a satellite dish which teleports him a medium distance. An angel will appear at the end location to protect Delsin. Concrete has the weakest recovery, seeing Delsin jump off of a concrete spike that he creates.
Down B: As said above, Delsin absorbs a different element from the environment. This allows him to swap between his various movesets.

Final Smash: Karma Bomb. Just look up the karma bombs for each element, I don't think I can describe them here.

His base skin is Delsin in his True Hero outfit.. Alt #1 will give him his Infamous outfit, and will change all of the Angels summoned by Video powers into devils instead. Alt #2-5 will put him in one of many unlockable vests, along with slightly different color schemes. #6 will put him in the Paper Trail unlockable hood, and #8 will put him in Cole MacGrath's Jacket from the "Cole's Legacy" missions.

Note: I know that this is kind of abstract/ confusing/ hard to keep up with, and a lot of the moves are a bit repetitive, but I tried to bring the character justice. Delsin actually getting in is slim pickings at best, but I thought the concept was too cool to ignore. Thanks for reading!
