To do that you either need a cheat code, or softmod your wii to play custom ROMs. Most people do the latter, you can follow this tutorial by Kadano, it seems like a lot but the actual steps only take like 15 minutes. After that you can use custom melee ROMS like the 20XX training hack pack or uncle punche's training hack pack and get to the debug menu from there.
