Creating a top tier fighter

Whats up my smash brothers and sisters lol
I want to know how the smash community would recive an idea ive been having since smash 4. Its about the Mii Fighters and yea ik they're ass they're trash but what if we had more control over their movesets.
What if i create a mode that lets you mix and match movesets from any character
For example
Ryu's neutral b
Ganon's↔b
Wolfs ⬆ b
Ganon's ⬇ b
Snakes ⬇ smash
Ryu's ⬇ air
Mario's ➡ air
Zelda's ⬅ air
Ganon's ⬆ air
Fox's neutral air
And so on. There would be some limitation
A mii that doesn't have a sword cant use marths forward air and stuff like that
How would you a person of the smash community recive this would the be cool or would it break the balance of the game
If it sound like it would break the balance how would i make it fair. And just tell me your thoughts please and thank you

If you want to make the ultimate fighter, it would have to break all the rules. And we're talking well beyond Brawl Meta Knight's level of unfairness.

Giga Mac is highly notable for having the most lethal ground game of any fighter, but his air game is considerably weaker, so he's only a threat while on the ground. Then we have Wario-Man, who is virtually invincible, and has an insane air game, but most of his attacks aren't that much stronger than Wario's attacks.

Last up would be Giga Bowser, who's not only the largest fighter, but he would've easily been the most overpowered fighter if his overall power surpassed even the Super Mushroom's damage multiplier boosts.

Sadly, all three of those fighters are no longer fully playable in Smash Ultimate, so you'll have to look elsewhere for the ultimate fighter.

Your post reminds me of a Gamebanana's character mod :

The issue is that it wouldn't be balanced at all and there are no correct way to make it fair without changing the concept of the said character. It would involve too much works for what is worth so I would define it as "pointless".

Though, if there are a Campaign in Super Smash Bros. Ultimate, I would love to see such a character as a mini-boss. Eventually, it could be a new type of enemies with randomized moves so they will always be unpredictable. Then, we could expect a new role for the Fighting Polygons, Fighting Wire Frames or Fighting Alloys.

Out of the sm4sh movesets (won't include rosaluma)

Either needles, shadow ball, or monado arts
Either confusion or dragon lunge
Zelda's teleport (it goes the furthest)
Witch time
Cloud's neutral air
Mewtwo's forward air
Ike or cloud's back air (alternatively maybe falco's, zss', or bayo's)
Cloud's up air (alternatively fox's or ness')
Peach's down air
Falcon or mac's jab
Fox's up tilt
Sheik's forward tilt
Mewtwo's down tilt
Samus' dash attack
Mr gw's up smash
Mac's down smash
Mac's forward smash
Mewtwo's up throw
Lucas' down throw
Ness' back throw
Pit's forward throw (strongest killing forward throw right?)
Lucario's jab

I tried to make the moves kind of make sense together, such as no marth forward air when there's cloud's neutral air for spacing, no double combo throws, etc.

Edit: mobility
Marth's walk speed
Ryu's walking acceleration
Sonic's run speed
Sheik/corrin's dash length
Yoshi's air....everything
Bowser's weight
Jig's fall speed
Fox's fast fall speed
Sheik's short/full hops (don't want to be too low or too high, thought sheik's are in a nice spot)
I dont know whether high gravity or low is favorable.

Perhaps there could be a daily challenge mode where you fight an 'overpowered' character who has all the best moves of the cast?

Said character is also not unlockable and is banned from tournaments for obvious reasons.
